I think first Valve would need to provide ARM builds of Steam APIs at the very least. Offline DST might be theoretically possible without it, but without the in-app purchases and minute user base, Klei most likely won't bother. Another option for you could be to emulate x86 and run the available versions of Steam and DST. Might make an interesting exercise for the geek cred, but would suck performance-wise and thus be useless, I reckon.
