The only steel that you would need in a refinery setup is if you want to include an aquatuner inside your steam box to provide additional heat/cooling options. If you're using the refinery as your only source of heat to the steam box, then yeah, you don't need steel. So I'm not quite certain why you bring that up as a perk of your setup.
