How does the "Seed Chance" bonus from the "Agriculture" skill work?

In the sandbox, we have created a farm to grow 200 blossoms.

Copy this to make two farms.
The upper farm has 4 experts from "Agriculture: 13 (+43% Seed Chance)".
The lower farm has 4 amateurs from "Agriculture: 2 (+7% Seed Chance)".

About 33 cycles have passed and both farms have harvested 1000 kg of bristle berries (200 x 5 harvests)
However, the number of seeds I got ...
Upper farm (expert) → Seeds x 98
Lower farm (amateur) → Seeds x 116

What exactly is "Seed Chance"?
Or am I overlooking something?

I believe it's supposed to work like this:

10% chance + 42.9% bonus = 14.3% seed chance per harvest (you got 9.8%)
10% chance + 6.7% bonus = 10.7% seed chance per harvest (you got 11.6%)

Simulating in Excel, ±2σ range is about: Expert 12.5%-16%, Amateur 9%-12.5%

I can't see how you can get those results either. I guess a bug or methods problem.

As far as I can remember, the few user actions I've taken between before and after are:
 - The schedule was divided into two.
 - Large amount of oxylite tiles were placed outside the farm to secure oxygen.
 - We blocked the outer space with Neutronium so that oxygen would not escape.
Other than that, I probably didn't do anything else.

Oh, and amateur groups were initially "Agriculture: 0".
It seems that it was raised to "Agriculture: 2" by the harvesting work.
