Disable Construction Supply

One thing that extremely annoys me is when I start constructing something, and suddenly a dupe with prioritized Supply job claims the supply of resources to the construction, even though he's half a map away and there are a bunch of builders right at the spot. Dupes cannot hijack construction supply jobs like they can do construction, so once that happens, no builder will touch the affected buildings, waiting for the resources to arrive, and by the time supplier arrives, all other construction jobs are already finished and the builders have left, resulting in huge delays and waste of dupe time.

This is actually a recurring theme with many other jobs. Why have a job priority system at all when it cannot be used to full extent because most jobs are duplicated across several categories? But construction supply is probably the worst offender for me.

For consistency sake one of two things should be done. Either supply priority should be removed and all delivery should use the priority of the task it`s connected to (like build priority). Or make deliver priority affect all deliver tasks except storage. So that delivery to the grill isn`t under cooking and to the kiln isn`t under tinker.

This thread gave me an idea for a possible solution, which ended up being a solution, which covers a whole range of other issues related to controlling where dupes are. Because it isn't directly related to construction I decided to make it a different proposal, but I think it can be used to solve this issue as well.
