Deconstructing damaged buildings shouldn't give full resources

When a building gets damaged you can still deconstruct it for a full refund on the resources used to build it, allowing you to rebuild it, essentially repairing it for free. I think it would make more sense if the repair costs were deducted from what you get out of deconstruction.

If nothing changed lately repairing doesn`t actually cost you anything. It requires some material to be delivered but after the repair the material drops back on the ground. So you aren`t losing any resources either way.

Another thing is that deconstructing and rebuilding is often faster than waiting till a dupe repairs it.

I would rather add garbage. Scraps of a resource that need processing in order to reuse it and recycling should consume energy. Metals could be recycled in metal reffineries, plastic scraps, after heating up should decompose to natural gas and petroleum, etc.
