Critter Sensors Bug or Feature?

Currently I have a critter sensor that only shows up active  when it has   less than the counter I've set.

Is this working as intended?   Shouldn't it be active when it equals the number of critters in the room?

It would be useful if the Critter sensor shows a current reported Number in the room .  
And has an Above and Below button similar to the other sensors that triggers active when it meets the conditions set forth.

Right now, there is no way to tell what that counter is from the senor other than placing a drop off building.
