Rocket Reports "Local Colony Lacks Astronomy, Orbital Research" After Launch

Whenever I launch a rocket to do orbital research, the game reports that "Local Colony Lacks Astronomy, Orbital Researcher", even when the assigned duplicant has the skills.  If I save and reload, the message goes away and I can perform research.  I am playing sandbox mode.

Steps to Reproduce

1. Launch rocket - rocket consists of carbon dioxide engine, battery, and nose cone as seen in screen shots

2. View message on Orbital Microlab

3. Restart

4. View message on Orbital Microlab

same here but i seemingly cant fix it so i cant do orbital research at all.

Edit: just tried to save and reload when it was in space and now it works hmm.

Yep, i'm also encountering this issue. No way to continue orbital research as it has been research and unlocked, but the orbital microlab keeps saying "Local colony lacks orbital researcher". I have various dupes with the skill however.

I found it often said this when plastic isn't available, as it requires plastic the same way basic requires dirt and advanced requires water.
