Should the Orbital Microlab be Grounded when the Rocket is 1.9 Cycles from it's Destination?

Steps to Reproduce

1) Setup Research that requires Interstellar Research.

2) Launch a Rocket with an Orbital Microlab.

3) Ensure Pilot has Orbital Researcher.
