Quitting to desktop from a save, triggers the "mod safe mode" on next launch without a mod crash happening

Steps to Reproduce

enable a mod (that doesn't crash in testing branch). Load a save. Quit to desktop. Launch the game again

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.

I don't use mods at all, and i get the message.

So for reproduction steps, no mod enabling needed. Just load a save, quit to desktop and reload game.
