Amount of starting Power banks/Gear balms

It appears the printing pod loses count of how many survival sets it has to print on load. Could it be related to a care package bug that was patched out a long time ago? Who knows?

For clarity's sake, the bionic duplicant "survival set" consists of 5 power packs (non-eco) & 1 gear balm to be handed out each time a bionic duplicant is printed (Edit: there may be a typo in the report). That all 3 bionic duplicants are printed at once and only then the survival sets are handed out might be causing this.

The dramatic effect is undeniable but ultimately lost in the particular interaction that's seen in this bug report...

When I had just one bionic duplicant, and reloaded the game it didn't give me any at all.

Also, for some reason sandstone tiles have texture from "True Tiles" mod, even though I don't have any mods enabled. I uninstalled them via Steam settings, Workshop tab
It was fixed by pressing "Mod" button in the menu, which forced me to restart

I came here to say this, on initial start is will print X number, where X is the number of Bionics, on reload it will print the once only. 

I have confirmed that on a "broken start" i.e., generating a seed, loading in, and then exiting "without saving" as soon as entering the game (so relying on only the starter save that the game creates), the printer pod seems "queued" to print a Bionic care package at game start. Therefore, I would assume the save file is not recording any additional care package queues, which the game has requested.  Irrespective of the initial spawn when reloading, all future care packages seem to work just fine, when printing a Bionic. 

Temporary workaround:

Let them all print; then create a manual save.

Yeah, that seems like an obvious manual fix, but you need to know that this bug can happen to avoid it. If you don't, there's no way to return the lost supplies

You know you can copy the seed from the pause menu and regenerate the exact same world?  You can use DSS to clone, exactly the dupes, though with full bionics, it is not difficult to reroll the same stats.
