Wheezewort can not be planted in pots - but can in farm tile

Unable to plant Wheezewort seed into flower pot but can in farm tile.

 

Had to get seed from care package as there isn't any in the world. Not sure if it is this world seed or if a bug as I am on my first world.

Steps to Reproduce
Obtain Wheezewort seed, open flowerpot/farm tile.
Go to bugs
