Unreachable in Liquid

Sometimes when you want the dups to build something that is submerged in liquid they cannot do it, it says "unreachable". But the moment you move one of your dups into the water they can do it, move out to get the materials and then cant build it again because it is unreachable.

Steps to Reproduce
Try to build multiple things in a line underwater, if the dups need to move on the ground for several steps then it may be unreachable
Go to bugs

I've had unreacheble items in water between two ladders, and the dupes would walk right past them on their route from the one to the other ladder. :D

This is not a bug. Dupes can only travel up to 10 tiles under water before they can't move any farther. With how far down the ladder goes the best they can reach is the bottom of it, which is just out of range of their gun that is 2 tiles. If you really want them to put in the wiring build a ladder above the Pump.

Or within 1 tile of pump. Total underwater must be 10 tiles or less, haven't timed how many seconds though.
