Unreachable build

This is not a bug, dupes can only travel 10 tiles through a liquid. I do not think the exo suit changes this, It protects against the air pressure, and gives them oxygen but I do not think it changes the water restriction.

The suit stats state that it gives +50 underwater movement. That should result in being able to travel further underwater. Have you tried moving a dupe at least past the station so he puts a suit on? Might be they only recognize it as reachable when they actually have the suit on.

EDIT: just saw the dupe in the picture that's wearing a suit. That makes me say this is actually a bug.

This is actually a bug. The suit does give you extra movement unfortunately the dupes aren't smart enough yet to realize they can move further until they actually put the suit on. As an example, if you manually moved a dupe through your exosuit station, they would then realize they could reach the pump and go ahead and build it.
