Unreachable Bug

Whenever I try to build anything under water it take a insanely long time to do so. The Items will say Unreachable when they are 100% reachable it is very annoying as the only way i could make them build was to move them to the tiles over and over until the built and finished building. In the picture below you can see the Water pump and pipes are being said as "Unreachable" even though it clearly is. Steps to Reproduce
Find a water source a little bit away from your main area build in the water. This should replicate it.

I vote that bug. When you're manually order dupes they can get to the place of work.

I understand that it should be unreachable when move_in+work+move_out sequence will make them suffocating. But now it is invalid mechanism...
