Unconstructive dupe can be assigned mechatronic engineer job

There is more to this actually: If you do not increase the priority of build task for a mechatronic engineer, they will never build their stuff. The job tree should list Build as the category instead of listing Operate. I would even see more the tree linking the build branch and the supply branch together instead of supply and operate there, but that is only me.
