totally broken priorities

Ok, I want to get one thing straight: I like where the new priority system is going; but. I'm going to say all the issues I've encountered in my playthrough, which got cut short due to how aggravating it is. 

1) Algae deoxidizers never really get refilled, because all the algae are kinda far away, so everyone suffocates

2) Nobody cleans toilets. No idea why. 

3) No one does basic chores, like mopping (which is caused by #2)

I'm sure there's more I forgot about, but this is the biggest issues I encountered which has cut my playthrough.

I've run into "2) Nobody cleans toilets" as well.
Increased priority from 8 to 9 - still nothing.
It has something to do with individual priorities and how job assignment changes them.
Then I've assigned one dupe to "Groundskeeper" training and suddenly they started to clean toilets - but not only that dupe, others did it as well.

I had problems in this same area with the new rancher update.  But I do like where it is going.  I was thinking if it was a priority of urgency thing maybe make a tab/switch that dictates whether it should be priority over urgency (how it is now) or urgency over priority (for cases where things are going to **** and you don't want to reset all the dupes priorities).  The other option is have urgencies 8 and 9 maybe override priority.  So like 8 or 9 always gets done reguardless of priorities.  because dupes stop what they are doing to do those items.

Just some thoughts.

I do like that idea. I was also thinking of maybe a "priority 10" where it would be like a specific red alert, where it goes before all else.
