Skill Scrubber requires all dashes and emergency mode to work
I must set the duplicant to all dashes (-) in order to make it go to the station, this sometimes bugs out and if there are other build emergencies and the duplicant has supplying traits; it starts supplying to the building instead of going to the skill scrubber.
Steps to Reproduce
Set a duplicant to goto the skill scrubber without changing its current priorities (it will not goto the skill scrubber even if set to emergency), then change the priorities to all dashes. Secondary bug where sometimes if the duplicant has the "supplying" trait it will instead go off and start helping with other emergency build operations instead.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
