last item in conveyor rail does not appear to transfer heat

I have noticed a similar issue while melting ice on a conveyor through water.  This seems to happen most frequently when the last "basket" out of the loader has a very small mass.

This particular bit of ice has been circulating for around 100 cycles now.  

Additional irregularities: Vertical movement results in much less of a thermal change than horizontal.  The front basket changes temperatures most quickly, while most middle baskets change at the same rate, and the last basket changes slowest (Or not at all).  Empty baskets (ice melting, slime sublimating, etc) will lock up a rail without a double bridge bypass.
