Ladder blocked by painting

Dupes can't seem to climb onto a ladder seemingly blocked by a painting they can walk in front of but not climb/hop in front of to get onto a ladder?

Steps to Reproduce
Make a painting and put ladder tiles around it as shown in the attached picture.
Go to bugs

The painting isn't the problem. The tile above the ladder is blocking the dupes from getting to the other ladder. Dupes need two tiles worth of clearance.

Dupes would fit if the top left corner of painting was a natural title because they would climb up and not need the head space that they need when using a ladder.
