This picture is really blurry, but it says Insufficient Resources: Water.
I HAVE SO MUCH FREAKING WATER I DON'T EVEN KNOW WHAT TO DO WITH IT. I haven't opened my game since the Outbreak update, so maybe it has something to do with that, but I was doing very well with this file and don't wish to lose it. If that's all that the problem is, though, it's not a big deal.

Opening a save file created before the new update and every structure that needs water as a resource is now lacking.
