Dups performing wrong job

When a dupe is ordered to construct something and it blocks his path he will dig out to build the unreachable buildings if marked with dig

Yet the dupe is not digging out and constructing the floor tile next to her that is not blocked. Not to mention many of the other things that were ordered to be constructed elsewhere in the base at this point in time that are not blocked.

Are those other build jobs on a higher priority than the one she's working on? And if so, were they ordered before she started working on this job?

Hello, gentlemen. As I see it, this is a bug yes.
This behavior causes a major management problem because several tasks remain pending for Dupe to perform a task for which it has not been assigned.
Dig, who has to dig. Build who has to build.
