Dupes stocked in the drinking animation

It's replicated by having too many dupes try to access the water cooler, typically when they walk into an overly hot area, and trying to get a drink regardless of whether or not there's enough water in the machine for them to use. (And as far as I can tell, no they do not get the heat resistant buff when they try to drink non-existent water)
