Frankly, I'm not sure if this is a bug or something I've just never encountered or noticed in game before. I have a small vacuum on the border between the temperate and swamp biomes that has a pretty giant patch of slimelung germs in it. I don't recall ever having encountered germs in a vacuum before, let alone a fatally huge quantity like this (had to load the previous day's save, as it infected all my dupes immediately and spread throughout most of my base in a matter of minutes). Moreover, the germ cloud is behaving oddly - sort of flickering, like it's not sure it wants to be there.
Again, not entirely sure it's a bug, but it feels like one. And if it isn't, "can survive in zero atmosphere" might be a good note to add to the slimelung's codex entry, as this behavior is counter to physical law. Well, unless slimelung germs are actually some sort of evil, dupe-murdering water bears.
