World stalls out over time....

Its hard to explain this but its been going on for awhile now and Im sure its been reported but if not or even if it has, Im reporting it again because it isn't fixed and its sort of becoming a problem.  With the introduction of the resource variants and other world evolving events that require an aged world to occur Ive become more aware of an already existing problem which is starting to become more noticeable.  Once a server/world reaches a certain amount of days, usually anywhere between 72-144(thats 1 or 2 in game years) the world doesn't repeat events.  For instance, I NEVER see pengulls after the first winter, NEVER, tumbleweeds show up less(this has been fixed for the most part) and now with resource variants sometimes you don't get a variant at all or it never changes back, for instance grass geckos.  I've been a part of many worlds with geckos and it seems to be that once an area changes to geckos it never changes back.  One way to fix this problem in game is just to reset the server [this is different than c_regenerateworld() people in that it keeps your world but it resets things that are supposed to be generating over time but for whatever reason stop].  But on long lasting dedicated servers with no admins present to do this or even know about it this never gets done so these events that should be occurring yearly occur once and never again.  Anyway hears the heads up guys, its been going on for a long time and thought I'd bring it to your attention (possibly again).

Steps to Reproduce
1. Start a world 2. Live on it for 100+ days

User Feedback

Since pengulls doesn't come after the first winter basically their function is to bring unbreakable annoying glaciers near to your base making you unable to expand you base there.

yes, I can confirm the  pengull bug and I also already reported it ~ a month ago.
It is also a log entry found in logentry, that pengulls can't spawn, see my error report.
