Setpieces are ignoring water tiles now

Ever since the moon quay update, setpieces have the tendency to generate over the water.

You can even have parts of a setpiece essentially be over the water and be unaccessible, such as the shadow piece statue float over the water.

Steps to Reproduce

Generate worlds.

Setpieces are now floating/generating over water tiles when it wasn't happening before.

no clockwork in this set piece (the only one that have 100% chance to spawn in a world)

I keep seeing berry bushes and moose nests half on and off the ocean, and weird set pieces too, the spiral for the maxwell statue was going out onto the ocean
