New Webber Animation Uses Wrong Headbase

Normally the spikes would be hidden because the animation would be using headbase_hat, but in this case it seems to be using the regular headbase.

Steps to Reproduce

1. Wear a Tam as Punk Webber
2. Wait for special idle

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.

Also wrong swap_hat symbol used in the middle of idle_webber_side
