Bull Kelp Stalk cannot be planted on sea

It is supposed that Bull Kelp Stalk can be planted on the sea. However, the distance between the land/boat and possible planting area is too far. The character just keeps walking.

Even when you are walking on the water, right click on the sea while "plant" is showed can't help. Bull Kelp Stalk will be equipped to the hand slot.

Update: Partly fixed.

Steps to Reproduce
Try to plant Bull Kelp Stalk on the sea.
Go to bugs

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.

Happened to me as well. 

Furthermore, the Bull Kelp Stalk is both stackable and equipable. However, when ordering to plant a stack of them, only one gets equipped, the rest simply disappeares.
