Scrapbook says Piggyback is a 20% speed reduction; it is not, it's a 10% speed reduction

From piggyback.lua and tuning.lua: 

inst.components.equippable.walkspeedmult = TUNING.PIGGYBACK_SPEED_MULT
PIGGYBACK_SPEED_MULT = 0.9,

"Fixed" means we've fixed it locally and the change will come out in a future update.
