My leg! - Help with a Rottytops mod

I'm making a character mod of the Shantae character Rottytops. In Half-Genie Hero, her primary attack is attacking with her leg. Like, yanking it off and beating others senseless with it. I think that would be a neat pro/con for the mod. I want her leg to be an exclusive weapon for her that has no durability and a bit stronger than an axe. But it can't be dropped from her inventory, even if she dies, and when she has it equipped, she slows down and switches to an anim build that lacks a leg.

I'm not sure how to do that. For the anim thing, I set up the none file as

local skins =
{
	normal_skin = "rotty",
	legless_skin = "rottylegless",
	ghost_skin = "ghost_rotty_build",
}

And I know that the code to cause the switch is

inst.components.skinner:SetSkinMode("legless_skin", "rottylegless")

But I have no idea how to have the code recognize whether Rotty is holding her leg or not. And also I don't know how to keep her leg from being removed from her inventory. Can I please get help finishing this?
