It's the concept of creating an Electrolyzer system that will be able to run itself off of the Hydrogen it produces. As long as you provide it water, it will provide you with a (small) excess of Hydrogen, a (small, variable) excess of Power, and enough Oxygen for ~8 Dupes. The blueprint linked by thejams also includes a cooling solution in the form of 4 Wheezeworts.
