I don't recommend this method, as it's finicky to get working in survival, and deletes gas if you do it wrong.

The basic concept is to have a lighter gas than steam in the tile just above the turbine. The gas will fight with the steam, always forcing it down below the output layer of tiles of the turbine. It's easy to get working in debug, but annoying and unreliable to set up in survival, but once working it's flawless, other than the gas deletion.

Here's a picture of it in action, I got it working by adding 500kg of water and 100kg of oxygen and letting the gasses sort themselves out. Those quantities are calculated for this exact space, but if you are clever you might be able to get it working in survival using no debug. If you did it right, the topmost layer should be pure oxygen, and the layer just below that should be infinitely fluctuating between steam and oxygen as the turbine spits it into that layer.
