I can summarize the article's proposed device for you:

First, it concentrates solar heat in a liquid sodium medium, then it uses that heat to react hydrogen gas with regolith, producing clean water.

 

In game I'd split this into two devices, a solar receiver and a regolith reducer. The solar receiver would take in liquid coolant and output significantly heated coolant, with no duplicant work required. The regolith reducer would take heated (600-1050 degrees) hydrogen and regolith, producing steam and sand. Ideally this would also have a radiator panel, effectively a reversed solar receiver, so you could get out water with not net input of heat to the base.
