Why my dupes don't tune-up steam turbine?

Hi. I've been working on my steam turbine atop of a volcano, and tried to make it accessible for tuning-up.

but my dupes never ever tried to tune up the turbine even when I get one of my electric engie dupe locked inside the room.

As you could see in the picture, they made some microchips already from that power station, but they just don't apply it.

is it problem of my setting? (I'm guessing at the possibility of lack of building point for the dupe)

 or steam turbine is just not tune-possible?
