'Bills' for the Incubator for automated breeding

Now with the new incubators and ranching, we can make three new resources, eggs, more critters, or meat. Meat, which is the component for the best food in the game (BBQ), is finally reneweable, instead of being a key to a last resort before starvation.

There are also eggs, which you can make into omelette, the system to make them, is something that trucks along with no real input yourself, they lay eggs, they pick up the eggs, which they make into food. But meat or making more hatches, has a small little 'manual' options you have to do to 'automate' the process.

One, since there is no 'Bills' you set for the Incubator, you just tell it to 'Hey can you incubate this one egg okay thanks', but if it worked like most other workbenches where you can assign bills, you can automate the process by having a permanent request, where it will put in a new egg whenever its done incubating the animal. Pretty simple. This way, we can just let it produce some hatches for a while before you decide what to do with them

Another neat feature would be to be able to make a 'Butcher-policy sign' where, you put it in a room, and when it detects that this room has more than X amount of this critter (Changeable of course), one will be automatically marked for being killed. A rancher walks up and kills it (More humane ways of killing it to keep the innocence of this game c:), now we can automate the process of making meat, which you can then make into whatever food you want. 

TL:DR Simply put: Bills for an Incubator so it will automatically request new eggs to incubate when its done, and a sign-structure policy to automatically butcher critters, but the second suggestion is optional, we can figure out weird and obscure ways to murder cute little critters like dripping water onto them, I dunno.
