Priority 0: Design and blueprint

I was building my base with accepting every duplicant, when I realized one of my strategies for designing buildings was failing.  I usually design the whole building at priority 1, then I prioritize the parts I want them to work on.  Unfortunately, with 40+ duplicants, they start building the priority 1 jobs because I can't find enough work for these people. 

I was thinking a setting "priority 0" or "blueprint mode" would be nice addition to the game.  This is a setting where the duplicants would rather idle than do the job.  This can be useful for planning complicated structures.  The duplicants could deliver to the build jobs (like they already do with low priority builds), but not build them until the priority is higher.  I have had many duplicants built in to rooms with no exits. 

I feel that such a setting would make complicated projects significantly easier to manage by allowing a blueprint to be set up without the duplicants building parts out of order.  You could also repurpose priority 1 to do the same thing.
