Make all buildings react to input being warmer/colder than expected

Some buildings either disregard the heat of its input substance or output waste at a fixed temperature.

Unify all buildings in this regard, so:

  1. Every building outputs excess Joules that have been transferred into the building to the environment around it. If a building, for example, accepts water at 30 degrees Celsius, and is given water at 60 degrees Celsius, it should output all excess Joules as heat to the air around it. Conversely, if the building was given a substance that has lower temperature, the difference is Joules should be transfered as "coldness" to the air around it.
  2. Every building transfers excess Joules to its respective waste product. Same example - 30 degree water expected, 60 degree water delivered (to showers, let's say). Then the showers will output polluted water at 60 degrees Celsius.

I know this is properly filed in the suggestions category, since it's "working as intended", but this really feels like a bug to me.

ONI uses actual units and models thermodynamics just close enough that when it falls short of reasonable accuracy, it feels like a bug.
