Strange digging and building behaviour

In my colony i set everyone to do every job for testing, and somehow they prioritise building over digging. When i tell them to build a floor and dig everything up to 3 blocks above them, they only do the first to so that they can walk and build the floor, but if i dont set the dig priority to one higher than the build priority, they will do EVERYTHING else and then if everything is done they start digging. I don't know why... Can someone open my save and try if you find a reason for that building-prioritising, because I don't know if this is a bug or if I just missed something.

Yes, building has a higher priority above digging when set at the same priority. Side note, art trumps when set at the same priority.

I believe it's for safety reasons to build things first before digging otherwise accidents can happen.

It is not bug but feature. :)
Order of jobs with same priority is same as order of columns in jobs table from left to right. So digging is last except collecting not marked items into "no sweep only" containers.

What I tried is to set one duplicant to do only digging (turned off his building and deliver abilities) and sent him to one side of colony where only digging jobs where available but he still got distracted by more important digging on other side of colony. That is because digging as part of building something over natural cell like floor or ladder over some sandstone for example is more important.

I am not sure if it is done intentionally for some security reasons or just a result of how it is implemented but I wish there would be a way to make those digging, building and deliver jobs at really same priority. (like if it is not prio 5 consider it really equal...)
