A Problem With Connecting with Friends

I'm not sure this constitutes as a bug, as it may be something that I'm doing wrong or is wrong externally, besides the game. I've posted on the Bug Tracker on the forums, but I'll do so here in case anyone might happen to know the solution.

Attempting to connect with my brother, who has played with me on a local connection before, after I've moved away temporarily, results in messages of "server is not responding". I tried hosting the game we had going, then I tried making a new one, having him join me through steam, inviting him through steam. He made a new game for me to join; It threw me into a random server with several other people while he had a newly generated world and was alone, though he could still see the other players in chat and so on, which is a bizarre thing. We've gone through the steps recommended in the FAQ about fixing connection issues and nothing has worked thus far.
