What is wrong with this liquid valve?

I put down a liquid valve on some piping so that I could sieve the amount of liquid in each packet and start directing it off to hydroponics for irrigation purposes, but the valve won't work. These plants are getting overkill amounts of water. What's wrong with it?

They aren't taking up the water you're giving them. The average flow rate is the same as what you specified. But if that is more than is needed, then it will just back up. Or if they were already full and you're feeding it exactly what it needed then it doesn't have a chance to clear the pipe as the valve keeps supplying exactly the amount it has taken.

Okay, now it's working. Guess I just needed to turn off the pump before arsing around with valves. I just figured it'd control the flow automatically once it was connected up. It probably should do, honestly.
