Is there any way to pre-make a map before it starts to generate?

So, I was wondering if it's possible to pre-create a map before the game starts generating it randomly (Like a custom seed). I had this crazy idea because I want to make some kind of wasteland island, like the Mad Max biome

I also want to upload it to the Steam Workshop if possible, Thanks!

It's definitely possible, I've seen people do it before. Head on over to the Modding subforum, there's tons of info there and plenty of people who can give feedback if you get stuck.
