Anyone willing to revive/update old mods?

Doesn't mean you couldn't seek out an artist to help you create an interesting mod, or learn to create art.  It is all a matter of how much effort you wish to invest.

when i said  im not artits this mean i have not talent creating design i know how to do all art part but i have no talent about "painting" or so

Anyone can learn to draw, it just requires effort and a drive to learn to do so.  You're selling yourself short.

If you don't wish to invest the time to learn though, you can always reach out to artists in the DST community to assist you with mod projects.  It can benefit you both that way as artists don't tend to learn code all that often.
