Small Update to Mod Uploader

Hey Everyone,

I just released a small update to the mod uploader as the first part of a fix for an issue with the client thinking a mod was always out of date. The complete fix will arrive on the next update to DS and DST.

The main change now is that mod versions will always be treated as lower case. So version "peter1" will be considered the same as "PETER1".  I doubt this will affect too many people's workflows, but if you have any concerns or questions, then please let me know.
