[Balance] - Golem gets cheaper on turn 0

Issue Title: Golem gets cheaper on turn 0
Issue Description: I don't know if this is intended or a bug but Golem always costs 3 PWR on turn 1. I think this is probably because there is something in the code along the lines of, "If Golem has been used in turn=n-1 subtract 1 PWR from Golem." Since on Turn 1 Golem has in fact not been used the game subtracts a PWR and you get to use it for 3.
Steps to Reproduce: Have Golem as your breaker.
