I don't think the game is deliberately or accidentally bugged to have Shalem appear with greater frequency. It's probably the fact that you never play him, but play with all of the other agents at least some of the time that makes him seem to pop up more often. Once, while doing some testing, I had to replay a Det Center mission 14 times to get someone who wasn't Decker or Shalem. Was starting to think my game was broken until Internationale finally showed up, lol. Just last night I went to a single detention center with Internationale and Banks on my team, and got Xu. Talk about an awesome team. I've never tried to replay mission, so perhaps there are game seeds that influence the agents you can find.
