Issue Title: Safe opened with subdermal tools cannot be accessed by anyone but Xu

Issue Description: When Xu opens the safe with his subdermal tools and leaves an item inside, noone can reach the item -- even though the safe is opened. The safe cannot be hacked.

Sorry, no save for I rage quitted. Not due to this bug but due to most unfortunate outline of detention center.

Steps to Reproduce: 1. Xu opens safe with his subdermal tools.

2. There is an item in the safe. He replaces the item with one from his inventory -- otherwise he would become burdened.

3. Xu goes elsewhere.

4. International reaches the same safe trying to obtain the item Xu left.

5. Game says to use Incognita to hack into the safe but by the safe there is no firewall visible in the incognita mode though the safe itself is displayed in red.

6. The context-menu hand through which you would pick up the item from safe is greyed out.

For some reason I read "Slenderman tool" instead of "subdermal tools" xD
