If I have 2 of them on a single agent, will I have a 100% chance to gain 1 PWR each turn, or will I have a 50% chance to get one PWR, a 25% chance to get 2 PWR, and a 25% chance to get nothing each turn? If it really does not activate for many turns, it might be a bug of some kind, or just hideously unlucky RNG.
