Issue Title: Vote Kick doesn't appear on dedicated server when enabled

Issue Description: I see in the code that it's only supposed to appear when there are at least three players, but even with two+ pages of players on the scoreboard it hasn't been showing up on Maxwell's Playground, despite making the constants change (and I checked that it was set to true with the console, too). (I've been asking Clwnbaby to check since I can't check myself, as the admin)

Steps to Reproduce: Change VOTE_KICK_ENABLED = false to VOTE_KICK_ENABLED = true in constants.lua on a dedicated server, still see no votekick.

I suppose this constant must also be changed client-side to allow player to see the buttons :/
I don't see any code who get VOTE_KICK_ENABLED value from the server :/

I was suspecting something like that, but I wasn't sure.

Yeah, that flag is mostly there for testing internally at this point--vote kick isn't actually ready for primetime yet, but pieces of it are in the live build. It probably won't be fully implemented until after the holiday break, but should be good to go shortly thereafter.
