[Gameplay] - Rescued agents not equiped

Issue Title: Rescued agents not equiped

Issue Description: I recued agent Banks from prison. On the next mission she had no weapons or her tranquilizer.

I have heard on steam forums someone else was having the same issue, only it was while rescuing Internationale.

Steps to Reproduce: I was playing on normal, it was the first mission on a new game with update 4. I found the bug when I got to the second mission.

This was an intended design change.  Rescued units won't receive their original equipment.

No offense but that is a terrible design change. Thematically it makes no sense whatsoever.

 

"Hey Deckard, it is good to have you back, while you were gone we cleared out your locker and office, destroyed all your gear, and are sending you back into the field without any equipment. Yes, we do still have an armory full of neural stun guns, and no, you can't have one."

Hummm I don't like this change at all.

Technically, why is it a good idea to have rescued agents not get their unique stuff back even post mission when new agents can? 

 

 

This appears not to be a bug then, but I do respectfully protest said change, and recommend anybody who disagrees with this to post here about it.
