Issue Title: guard shooting at agent entering vision without warning when aiming at a different agent.

Issue Description: If a guard enters a room and becomes alert at an agent, if another agent comes into the guard's vision, he will shoot the agent just recently entering his vision.

Steps to Reproduce: 1. Have a guard see and agent so they are ready to fire.

2. Have a different agent enter into the guard's vision.

3. Guard should fire at the agent who just seen, and still be ready to shoot the other agent.

I'll discuss with the designers about how we want this to work, but basically the current logic is that once a guard sees an agent, they go into Overwatch. In Overwatch, they will then shoot at any enemy movement within their field of vision. It's similar to how the enemy turrets work as well.
