Issue Title: EMP blast turns off vault terminal without unlocking the security boxes.

Issue Description: On a vault mission, I used an EMP (EMP 1) inside the vault to hack the terminal and security boxes. After the blast, the terminal was listed as "off" and I couldn't access it, but the security boxes still said to turn off the terminal. After reloading the save, I was greeted with the attached error message. Clicking continue restarted the level with an identical layout and guard positions. I was going to attach the corrupted save file, but I am an idiot and it is gone now.

Steps to Reproduce: On a vault mission, use an EMP inside the vault to hack the terminal and security boxes inside the vault.
